Whilst Stornoway Port Authority is not and has never been involved with the supply of marine fuel, it has received a number of recent complaints particularly from visiting pleasure craft who are experiencing difficulty in obtaining fuel at Stornoway. This follows the closure last October of the Oil Depot on North Beach Quay which for many years provided fuel supplies in both large and small quantities to visiting pleasure craft. The Port Authority’s Chief Executive had investigated the matter with local fuel supplier Scottish Fuels Ltd and had been advised by the Company that they were reluctant to supply small yachts with fuel using their road tankers, for environmental safety reasons, because of the small bore pipe work at most yachts fuel fill points. Apparently the pumps on the road tankers are set to deliver a minimum of 300 to 400 litres per minute and if this flow rate is reduced the pressure increases in the system creating a high risk of fuel leakage or spills. On average visiting yachts require very small quantities of fuel frequently less than 100 litres. Although Comhairle nan Eilean Siar’s plans to provide marine fuel at Stornoway are at an advanced stage with installation expected in the near future, this will do little to alleviate the problem for casual callers at the Harbour, as the system is “self service” and requires all users to have pre-arranged key holder accounts. There are also issues in relation to payment of duty on Red Diesel whereby full duty is payable if the fuel is for use in the pleasure craft’s main engine but a lesser rate is applicable if it is used for heating. Visitors can obtain fuel in Stornoway at any of the three local filling stations providing they have approved containers to collect their fuel.
